Does God repent?
Some say NO, God does not repent, because repentance requires sin and since God does not sin, there is no need for repentance.
Others say Yes, God can and has repented many times over many different subjects. Repentance means to feel sorrow, regret or remorse. The Bible seems to say that God does repent.
Genesis 6:6 And it repented the Lord that he had made man on the earth, and it grieved him at his heart. (KJV)
Exodus 32:14 And the Lord repented of the evil which he thought to do unto his people. (KJV)
Deut. 32:36 For the Lord shall judge his people, and repent himself for his servants. (KJV)
1 Sam.15:11 It repenteth me that I have set up Saul to be king: for he is turned back from following me, and hath not performed my commandments. And it grieved Samuel; and he cried unto the LORD all night. (KJV)
1 Sam.15:35 And Samuel came no more to see Saul until the day of his death: nevertheless Samuel mourned for Saul: and the LORD repented that he had made Saul king over Israel. (KJV)
2 Sam. 24:16 And when the angel stretched out his hand upon Jerusalem to destroy it, the LORD repented him of the evil, and said to the angel that destroyed the people, It is enough: stay now thine hand. And the angel of the LORD was by the threshingplace of Araunah the Jebusite. (KJV)

Isaiah 38:1 In those days was Hezekiah sick unto death. And Isaiah the prophet the son of Amoz came unto him, and said unto him, Thus saith the LORD, Set thine house in order: for thou shalt die, and not live. 2 Then Hezekiah turned his face toward the wall, and prayed unto the LORD, 3 And said, Remember now, O LORD, I beseech thee, how I have walked before thee in truth and with a perfect heart, and have done that which is good in thy sight. And Hezekiah wept sore. 4 Then came the word of the LORD to Isaiah, saying, 5 Go, and say to Hezekiah, Thus saith the LORD, the God of David thy father, I have heard thy prayer, I have seen thy tears: behold, I will add unto thy days fifteen years. Jer. 15:6 Thou hast forsaken me, saith the LORD, thou art gone backward: therefore will I stretch out my hand against thee, and destroy thee; I am weary with repenting. (KJV)
Jer. 18:8 If that nation, against whom I have pronounced, turn from their evil, I will repent of the evil that I thought to do unto them. (KJV)
Jer. 26:3 If so be they will hearken, and turn every man from his evil way, that I may repent me of the evil, which I purpose to do unto them because of the evil of their doings. (KJV)
Jer. 26:13 Therefore now amend your ways and your doings, and obey the voice of the LORD your God; and the LORD will repent him of the evil that he hath pronounced against you. (KJV)
Jer. 26:19 Did Hezekiah king of Judah and all Judah put him at all to death? did he not fear the LORD, and besought the LORD, and the LORD repented him of the evil which he had pronounced against them? Thus might we procure great evil against our souls. (KJV)
Jer. 42:10 If ye will still abide in this land, then will I build you, and not pull you down, and I will plant you, and not pluck you up: for I repent me of the evil that I have done unto you. (KJV)
Amos 7:3 The LORD repented for this: It shall not be, saith the LORD. (KJV)
Amos 7:6 The LORD repented for this: This also shall not be, saith the Lord GOD. (KJV)
Jonah 3:10 And God saw their works, that they turned from their evil way; and God repented of the evil, that he had said that he would do unto them; and he did it not.(KJV)
Repent simply means to change one's mind or to change one's course of action. In the verses above, God chooses to change His course of action because the people had turned from their evil way. In the above Scriptures, the word repent does NOT indicate any sin.
Repent in Christian circles means to repent of sin. God does NOT repent of sin because He has NONE! Numbers 23:19 God is not a man, that he should lie; neither the son of man, that he should repent: hath he said, and shall he not do it? or hath he spoken, and shall he not make it good? (KJV) 1 Sam. 15:29 And also the Strength of Israel will not lie nor repent: for he is not a man, that he should repent. (KJV)
God simply changes the outward dispensations of His wisdom, but He never changes and alters the methods of His grace; although He repented that He made Saul king, He never repents of His making His saints kings and priests for Himself.
It seems that when the Lord does repent, He stops going on with His judgment . . . He does not change His mind, but changes the dispensations of His wisdom, according to His Mind and His will, because of the prayers of the righteous ones whom He so loves.
